The recipient of the ninth annual Council of the Federation (COF) Literacy Award is Phyllis Jones of Regina.  Ms. Jones was nominated by the Regina Public Library for her 24 years of dedicated service as a volunteer literacy tutor and her commitment to helping adult learners achieve their goals.

“I would like to thank Ms. Jones for making a real difference in the lives of Saskatchewan residents through her commitment to literacy,” Premier Brad Wall said.  “Through her years of working with adult learners, Ms. Jones has helped numerous people achieve the literacy skills that have helped them grow and prosper in all they do.”

The learners tutored by Ms. Jones have recorded many successes over the years including writing and passing the GED exams, completing university degrees, purchasing their own businesses and entering the workforce.  The passion Ms. Jones brings to volunteering in the Regina Public Library Literacy Services Unit is an inspiration to her students, her colleagues and her peers.  She also continues to be a mentor and role model for other tutors.

Trained as a volunteer tutor in 1989, Ms. Jones has been matched with seven adults on a one-to-one basis.  In 2002, she began to lead weekly English language tutoring sessions for newcomers to Canada.

Created by Canada's premiers in 2004, the COF Literacy Award recognizes individuals for outstanding achievements and contributions to the field of literacy.  A recipient is selected annually in each province and territory, and each award recipient receives a COF Literacy Award medallion, a certificate and a bursary.

The 2013 COF Literacy Award for Saskatchewan recognizes a literacy volunteer who currently contributes significant knowledge, time and expertise to assist literacy learners, communities and organizations in Saskatchewan.

The COF Literacy Award will be presented to Ms. Jones at a ceremony later this year.  For more information on the COF Literacy Award, please visit
